Seeing as Tali'Zorah was the only quarian on board the Normandy, he figured she might the perfect test subject.
After hearing Mordin's theory Tali was reluctant and agreed to be tested on.

Once Mordin injected her, He noticed some rather odd side effects. To Tali's horror her lower body swelled out of control.
Needless to say the formula needed some work.
